Yes, China is still behind in "quiet" technology for nuclear powered submarines. But China & Russia will complement each other greatly in weapons systems development & mfg. Russia still has much new & innovative ideas while China will play a strong supporting role in supplying the software development esp in AI, electronic subsystems & semicon components. China also has the scale to mass produce those stuff in the quantity needed and in a timely fashion as demanded.
One can see in the present Ukraine conflict, there's lot of allegations about finding Chinese components in the Russian weapons used. It could be true, but those components could have been supplied years before the conflict. Those weapons were manufactured a few years ago.
No international relation comes for free. But about technology – AFAIK, China has lot more to give to Russia than the other way around.
