Biracial candidates must represent their original place in the Philippines or of their parents at least. If the intention is to promote the PH lands for tourism, how can (though she may still be Filipina, partly by citizenship or by blood) someone who lives in a foreign country who have limited experience in the PH represent the country??
For foreign candidates living in other countries with limited experience in the PH, the remaining part of the PH in them I guess would be the Filipino culture, beliefs and possibly some tradition passed down to them by their parents.
But for tourism and understanding the Filipino experience in the grassroot level, she need to have to study a lot and visit the country to "represent" the Philippines

wait, shre ko lang may napansin ako pag pasok ng dalawang host pagsabi ng magandang gabi sultan kudarat, wala kang gaano marinig na hiyawan, or palakpakan, super tahimik, pag ikot ng camera… lahat naka focus sa kanilang mobile phone sa pagkuha ng kani-kanilang video…
dapat proud ang lahat kasi ginanap ang MUP National Competition ay sa kanilang lugar, wala gaanong response sa pag sigaw ng kanilang lugar… yun lang
