ugghhh. when people say the "american dream" it's so annoying. america isn't a dream. you can build a life anywhere in the world. including america. if people are more interested in speaking english and living here, then let them and open up some undeveloped land that they can build up. hell, pay them to tunnel some underground cities if it messes with the view. why anybody would want to live homelessly on the street is beyond me unless they just want to end their lives over time by drugging themselves into oblivion. and if they choose to do that, then get a big shovel and drop them somewhere where they can do it to themselves that doesn't disrupt the rest of society.
if they need food, then have them grow it themselves. if they want to work for us, then pay them if they'll do some work to make your life easier or tell them "no" when you are content working without their services. i'll explain how to grow food on your own to anybody that asks and how to sell it for money or to trade it for cool gadgets to live more comfortably. worse comes to worse, find a sponsor that'll benefit from hosting your lazy butt when you provide a minimal amount of work. it's a win-win. just find ways to be happy and help others to find ways to be happy as best you can.
